In the race to attract the world’s smartest minds, China is gaining on the US

Hong Kong — A Princeton nuclear physicist. A mechanical engineer who once worked with NASA on manufacturing in space. A neurobiologist at the US National Institutes of Health. Renowned mathematicians. More than half a dozen artificial intelligence specialists.

This glittering roster of talent has one thing in common: they are leaving the United States to pursue full-time positions at Chinese institutions — and their numbers are rising.

Since the beginning of last year, at least 85 scientists at various stages of their careers have relocated from the US to China, with over half making the move in 2025 alone, according to a CNN tally. Analysts say the trend is poised to accelerate, as Washington cuts research budgets and tightens oversight of foreign talent, even as Beijing pours resources into innovation.

Experts describe this as a “reverse brain drain” that threatens America’s long-standing ability to attract and retain world-class scientists — a cornerstone of its dominance in science and technology since World War II. The shift could directly affect competition with China in industries expected to shape the future, from AI and quantum computing to semiconductors, biotechnology, and advanced military systems.

For years, Beijing has sought to lure back talent — particularly Chinese scientists who studied abroad, many of whom went on to become leaders in US science and technology. The push has gained urgency as Washington enforces strict tech controls, while President Xi Jinping frames innovation as essential to China’s economic security.

Recent US policy changes are giving China unexpected leverage. The Trump administration has proposed steep cuts to federal research funding, raised H-1B visa costs for foreign specialists, tightened scrutiny of international researchers, and tied federal dollars to new compliance rules for universities.

Chinese universities see these moves as “a gift from Trump,” according to Princeton sociologist Yu Xie, who has been visiting campuses in China. “You will see a proliferation of new, strengthened, and improved research and training programs in all different areas within China,” he told CNN.

Recruiters in China are already seizing the moment. A headhunter in Jiangsu province, who specializes in attracting overseas experts for commercial sectors such as semiconductors, said US changes could drive up applications for a government-backed talent program. “Since the US has been ‘bottlenecking’ us, everyone is focused on integrated circuits now… the demand knows no borders,” he said.

Congress may block the harshest funding cuts, but the mere threat — combined with tighter visa rules and revived talk of the controversial China Initiative — has already fueled anxiety in US labs, particularly among Chinese-born researchers.

Meanwhile, Beijing is rolling out new incentives: expanded funding rounds, higher salaries, housing stipends, family support, and even a new “K visa” for young science and technology talent. Programs like Qiming target not just academia but also commercial sectors, prioritizing fields like AI, quantum communication, and chip design.

The US has long viewed China’s talent drives with suspicion, citing risks of intellectual property theft. Programs such as the Thousand Talents Plan came under FBI scrutiny and were linked to investigations during the Trump-era China Initiative. But despite setbacks, China’s recruitment network remains vast, well-funded, and increasingly attractive.

Part of that appeal comes from China’s scientific rise. In 1989, when Lu Wuyuan left China for graduate study in the US, the country was “poor, resource-stricken, and scientifically backward.” Now a professor at Fudan University, he points to how China has transformed — with research and development spending reaching $780 billion in 2023, just behind the US at $823 billion, according to OECD data.

Xi Jinping has set a goal of making China a “strong, self-reliant” science and technology power by 2035. Already, Chinese universities are climbing global rankings, the nation’s space program has returned samples from the far side of the moon, and homegrown firms are making headlines in AI and quantum research.

Still, challenges remain. Many Chinese PhD graduates trained in the US stay there — over 83% of those who earned science and engineering doctorates between 2017 and 2019 were still in America in 2023. For foreign-born researchers, China’s restrictive politics, language barriers, and cultural differences can also be hurdles.

Even so, scientists often say the deciding factor is simple: the ability to conduct research with adequate support and freedom from political pressure. As Fields Medalist Yau Shing-Tung, who moved from Harvard to Tsinghua in 2022, put it: “If American universities keep funding at their current pace, China will take a long, long time to catch up. But if they make mistakes and lose the best people… that could be a disaster.”

Many who have relocated cite family reasons, career shifts, or a desire to train the next generation. But they also warn of short-sighted US policies that risk undermining collaboration. “The irony,” said Lu, reflecting on his own departure from the University of Maryland, “is that the harm of these policies is far greater to the US than to China, as the latter is quickly and confidently ascending to become a scientific and technological powerhouse.”
