Britain to Declassify Missile Technology as Ukraine Moves Toward Domestic SCALP Production
Britain is preparing to release classified technology to Ukraine as part of a broader effort to establish domestic production of the Franco-British SCALP cruise missile. The weapon, known in the United Kingdom as Storm Shadow, has become one of Ukraine’s most important long-range strike systems since Russia’s full-scale invasion.
The move represents a significant step in efforts by Britain, France and Ukraine to reduce Kyiv’s dependence on imported Western weapons. Paris and Kyiv are seeking to establish a Ukrainian production line for the SCALP by the end of the year, although turning the agreement into a large-scale manufacturing capability could take considerably longer.
The British government’s decision to declassify information relating to British-made components is particularly important because the missile is the product of cooperation between European defense industries. Made by MBDA, the SCALP/Storm Shadow combines long-range flight capability with a warhead designed to penetrate hardened targets.
SCALP Could Give Ukraine Greater Long-Range Strike Capacity
Ukraine has already used imported SCALP and Storm Shadow missiles against high-value Russian military targets. The weapons have been particularly valuable for attacking facilities that are difficult to destroy with conventional artillery, smaller drones or shorter-range missiles.
The SCALP is a conventionally armed, air-launched cruise missile designed for deep strikes. According to technical assessments from the Missile Threat project at the Center for Strategic and International Studies, the missile has a maximum range of approximately 550 kilometers (342 miles) and carries a warhead weighing around 400 kilograms (880 pounds).
Its combination of range, payload and guidance technology allows it to attack targets far beyond the immediate battlefield. Rather than simply hitting exposed infrastructure, the missile can be used against hardened military facilities, command centers and other strategically important targets.
For Ukraine, domestic production would potentially provide greater control over the supply of long-range weapons at a time when Western stocks are under pressure and deliveries can be affected by changing political and military circumstances.
How the SCALP Missile Works
The SCALP is powered by a turbojet engine and is designed to fly at low altitude. Terrain-following flight can help the missile reduce its exposure to enemy radar and air-defense systems.
Its guidance architecture combines several navigation technologies. These include internal navigation, global positioning and terrain-reference systems. The missile also uses an infrared seeker and automatic target-recognition technology to improve its ability to identify and strike designated targets.
The system is designed to maintain a high degree of accuracy even under difficult weather conditions.
Ukraine has operated the SCALP from aircraft including Soviet-designed Su-24s and French-made Mirage 2000 fighters. The integration of Western long-range weapons with Ukraine’s existing and newly supplied aircraft has expanded Kyiv’s ability to conduct strikes well behind Russian front lines.
Why Deep-Strike Weapons Matter to Ukraine
The strategic value of weapons such as SCALP is different from that of the drones Ukraine has used extensively against Russian infrastructure.
Ukraine has developed and deployed large numbers of long-range drones capable of reaching targets such as oil refineries, warehouses, industrial facilities and other exposed installations. These systems have allowed Kyiv to conduct sustained attacks at comparatively lower cost.
Cruise missiles such as SCALP, however, are designed to deliver a much heavier and more sophisticated strike against hardened military targets.
Command bunkers, underground facilities, ammunition storage sites and other protected installations can be considerably more difficult to destroy. A penetrating warhead gives the SCALP an important advantage when the objective is to damage facilities protected by reinforced structures or buried beneath the ground.
The ability to manufacture such weapons inside Ukraine could therefore become an important component of Kyiv’s longer-term strategy for maintaining pressure on Russian military infrastructure.
Kremlin Condemns Britain’s Decision
Moscow reacted angrily to Britain’s announcement.
Kremlin spokesman Dmitry Peskov accused Britain of effectively participating in the conflict and said the decision amounted to “pouring fuel on the fire.”
The Russian embassy in London had also warned that the deeper Britain’s involvement in supporting Ukraine became, the greater the consequences for Britain could be.
Such warnings reflect Moscow’s continuing opposition to Western military assistance to Ukraine, particularly weapons capable of striking targets deep inside Russian territory.
The issue of long-range weapons has repeatedly been one of the most sensitive aspects of Western support for Kyiv because of concerns that attacks deep inside Russia could lead to further escalation.
Britain and France Seek Long-Term Support for Ukraine
Britain and France have not publicly disclosed the total number of SCALP and Storm Shadow missiles delivered to Ukraine.
However, MBDA revived production of the missile in 2025 after production lines had reportedly been inactive for around 15 years. The restart reflected the growing demand for long-range precision weapons following Russia’s invasion of Ukraine and the wider deterioration of Europe’s security environment.
French Defense Minister Sébastien Lecornu previously highlighted the battlefield performance of the Franco-British missile, describing its use by Ukraine as evidence of its effectiveness in modern high-intensity warfare.
The new British decision goes beyond simply supplying finished missiles. By allowing the release of sensitive technical information, London is helping Ukraine develop the industrial capability needed to manufacture at least some of the weapon’s components domestically.
Nevertheless, establishing a production line does not mean Ukraine will immediately have access to large numbers of operational missiles. Manufacturing sophisticated cruise missiles requires specialized components, testing facilities, engineering expertise and secure supply chains.
It could therefore take years for Ukrainian production to reach a substantial scale.
Ukraine Wants to Build a More Self-Reliant Missile Industry
The SCALP agreement is part of a much broader Ukrainian effort to develop an independent defense industry.
Since Russia’s full-scale invasion, Ukraine has dramatically increased its production of drones and missiles. The country has increasingly sought to manufacture weapons domestically rather than depend entirely on foreign military assistance.
This strategy has become particularly important as Western countries face their own shortages of ammunition and air-defense interceptors.
Ukraine’s domestic defense sector has already demonstrated the ability to produce increasingly sophisticated long-range weapons.
One example is the FP-5 Flamingo cruise missile developed by Ukrainian manufacturer Fire Point. Ukrainian officials have claimed that the weapon has a range of around 3,000 kilometers, potentially giving Kyiv the ability to strike targets deep inside Russian territory.
President Volodymyr Zelensky has said the Flamingo was used against a Russian rocket-related electronics facility located hundreds of kilometers from Ukraine.
Ukraine has also expanded production of long-range attack drones and shorter-range ballistic missile systems, creating a growing domestic arsenal capable of reaching targets well beyond the immediate battlefield.
Ukraine’s Growing Long-Range Arsenal Creates New Problems for Russia
The expansion of Ukrainian long-range strike capabilities presents Moscow with a difficult strategic problem.
Russia has a vast territory containing military bases, logistics hubs, ammunition depots, energy infrastructure, industrial facilities and defense-production sites. Protecting all of these locations from increasingly sophisticated Ukrainian attacks requires substantial numbers of air-defense systems and interceptor missiles.
The larger Ukraine’s strike range becomes, the more targets Russia potentially has to defend.
This creates a complicated allocation problem for Russian military planners. Concentrating air defenses around Moscow and major military installations can leave other areas vulnerable, while spreading defenses more widely can reduce protection around the most important targets.
Ukraine’s strategy is therefore not simply about destroying individual facilities. Long-range strikes can also force Russia to redistribute limited defensive resources across a much larger geographic area.
Peter Dickinson of the Atlantic Council has argued that Ukraine’s long-range campaign could turn Russia’s enormous geographic size from an advantage into a vulnerability.
Ukraine Faces a Serious Air-Defense Problem
While Ukraine is expanding its offensive missile capabilities, it continues to face a major weakness on the defensive side.
Ukraine urgently needs more air-defense interceptors to protect cities, military facilities and critical infrastructure from Russian missile and drone attacks.
The problem has become particularly serious during periods when Russia launches large waves of missiles and drones. Such attacks can overwhelm defensive networks and force Ukrainian commanders to make difficult decisions about which incoming weapons to engage.
The Patriot air-defense system is among Ukraine’s most valuable defensive assets. However, interceptor missiles are expensive and available in limited quantities.
A Patriot battery visited by CNN in Ukraine earlier this month reportedly had not fired its interceptors for weeks because it did not have missiles available for use.
The imbalance is strategically important. Ukraine may be able to develop more long-range attack systems, but it cannot easily replace sophisticated defensive interceptors at the same pace.
Kyiv Has Also Sought Domestic Patriot Production
Ukraine has asked Washington for permission to manufacture Patriot interceptors domestically, an initiative that President Donald Trump initially appeared to support before later backing away from the proposal.
The issue highlights the different challenges involved in building offensive and defensive weapons.
Ukraine’s growing domestic drone and missile industry can produce increasingly sophisticated strike systems, but advanced air-defense interceptors require specialized technologies and components that remain heavily controlled by their original manufacturers.
The lack of defensive missiles leaves Ukraine exposed even as its ability to strike targets deep inside Russia grows.
The Tomahawk Question
Kyiv has also sought access to American-made Tomahawk cruise missiles, which would provide another powerful long-range strike capability.
The Trump administration has rejected Ukrainian efforts to obtain the weapon.
US stocks of long-range missiles have also faced additional pressure because of military operations involving Iran, further complicating decisions over how Washington allocates its limited inventories.
As a result, Ukraine has increasingly focused on developing its own long-range weapons and securing technology transfers from European partners.
A New Phase in Ukraine’s Missile Strategy
Britain’s decision to declassify technology associated with the SCALP/Storm Shadow missile represents more than another weapons announcement.
It points toward a broader transformation in Ukraine’s defense strategy: moving from dependence on imported weapons toward domestic production supported by Western technology and expertise.
If Ukraine succeeds in manufacturing SCALP-type missiles at scale, Kyiv could gain a more predictable supply of sophisticated long-range weapons while reducing some of the political and logistical constraints associated with foreign deliveries.
The effort will not solve Ukraine’s military challenges overnight. Building a modern cruise-missile industry is technically demanding, and production capacity will initially be limited.
Nevertheless, the development could become strategically significant over the long term.
Ukraine is increasingly trying to build a military-industrial system capable of producing drones, ballistic missiles and cruise missiles while simultaneously expanding its ability to strike Russian targets at considerable distances.
For Russia, that means the geographic depth that once provided protection from conventional Ukrainian attacks is becoming less reliable.
For Ukraine, the challenge is to combine those offensive capabilities with enough air-defense missiles to protect its own population and infrastructure.
The result is an increasingly technological war in which production capacity, missile inventories, air-defense interceptors and industrial cooperation may be just as important as battlefield territory.
Britain’s message is that its support for Kyiv is intended to continue for the long term. The planned transfer of sensitive missile technology suggests that London and Paris increasingly view Ukraine’s own defense industry as a central part of that strategy.
If the Ukrainian production line becomes operational and eventually reaches significant scale, the SCALP could become not only a symbol of European military assistance to Ukraine, but also an example of how Western technology and Ukrainian manufacturing are being combined to create a more self-sufficient wartime weapons industry.
